But the highly-regarded Monty Panesar must wait to learn if he will be chosen as the 16th member of the squad, with Ian Blackwell also in contention.
Skipper Michael Vaughan and spinner Ashley Giles keep their places after surgery but must prove their fitness.
Darren Gough, who missed the Pakistan trip, is not in the one-day squad while Vikram Solanki is replaced by Ian Bell.
The bulk of the squad are due to arrive in India on 12 February ahead of the three-Test series, which is followed by seven one-day internationals.
But Jones, who has had ankle surgery, will fly out on 26 January to continue his fitness work at the MRF Fast Bowling Academy in Madras.
The return of the Welshman, who comes in for James Anderson, means all 12 of England's Ashes-winning squad will be on duty in India.
As for Panesar and Blackwell, chairman of selectors David Graveney said England would not name a third spinner until they have checked on the fitness of Giles.
Graveney is keen to give the younger players a chance to establish themselves in England's one-day squad in India, hence Gough's omission.
"Liam Plunkett has made a promising start to his international career and is an emerging player with great potential," said Graveney.
"We believe Ian Bell's ability to bat in the top order will give us another option as we plan for the World Cup."
England have not yet confirmed whether all-rounder Andrew Flintoff will miss the third Test in Mumbai (Bombay) to attend the birth of his second child, due on 21 March.
