Who can say if these figures are real, or even relevant, but I suppose PSG are trying to say lil' Ronnie is worth at least; 23mil euro, and probably more, because now they don't know if they want to sell him because he is happier at the club, yet he does fancy Inter, though he could join United because they just have so much money, well at least 30mil lying around.

So PSG payed 4.2MilEuro to his brazilian club(for his development), and fees of 19MilEuro to the player for signing, his agent, legal costs, and his image rights etc. were paid by a third party- a sports company, who are still 'owed' this money and who hold his image rights.

If I understand, this basically means that this company owns Ronaldinho's image rights, that is their insurance and they are trying to tie this 19mil figure to the value of his image rights alone, but really it covers the whole signing, PSG on paper paid almost nothing, though they hold his contract and will be looking for their slice, some Shenanagins.
 
Bullshit, we'll get him for much under £15M... 19M Euro makes ~£13M. Seems OK for me.
