Question about the rules

So in essence it is up to the umpire to decide whether a batsmen is allowed to have a runner?

Has there been many occasions when a player has been refused a runner?

The runner should wear all the equipment that the batsmen is wearing.

Though Ranatunga is not the type of person who would call for a runner at every possible instance.

I know, I was just wondering what the situation would have to be for a player to be allowed to have a runner.

If an umpire deems that a player doesn't require a runner, it's opposition captain's call.

The umpires, they will have to judge if the player is injured. If they realise that the player has got cramps or he cannot run they can allow the batsmen to bring in a runner.

Furthermore. You can't get a runner, if you've started a game with a injury, one that persists through the game.
 
What is stopping some fat cnut like Inzimam claiming he has cramp to get a runner?

Well if he manages to put on a very good act of suffering from a cramp I doubt the umpires will be able to prevent him from bringing on a runner.

However cramps usually arise only after spending a long time in the centre so he won't be able to bring a runner from the start of the innings.

Yes, if opposing captain allows it then Umpires don't need to get involved.
Otherwise it's upto them.
