Points deduction or transfer window ban?

With so much rulebreaking going on which punishment would be more effective? Starting a new season with minus xx points or a transfer ban for two windows (summer and winter).

You could go as far as banning a club from transfers for two seasons, maybe that would work. Maybe not allowing for example Man City to sign players for two years could be something they do.
 
Points for sure. Transfer window bans just give teams a massive FFP advantage to go crazy the next year or 2 and they either front load or or back load it.
 
How about both? Also ban them from any league, disband the club, seize their assets, burn their grounds.
 
Both. I'd go:

Minor breach punishment: overspend is deducted from the next cycle on a multiplier basis (e.g. £10m overspend = £20m deduction from next cycle)

Medium breach punishment= the above plus transfer window acquisition ban

Major breach punishment= above plus points deduction.
