Everton have turned down a £10m offer from Arsenal for England defender Phil Jagielka.

Arsenal boss Wenger moved for Jagielka, 28, in his search for the commanding central defensive figure that has been a priority this summer.

But he will need to come back with an offer closer to £20m for the Goodison Park club to even consider a deal.

Everton's refusal was hardened by the fact that they rejected a £12m Arsenal bid for Jagielka last summer.

Wenger is a long-term admirer of Jagielka, who has been an outstanding performer at Everton since a £4m move from Sheffield United in July 2007.

As well as insisting he is not for sale, Everton still believe he is worth around double Arsenal's latest offer.

Toffees manager David Moyes has to sell to buy once more this summer and is in no mood to part with any of his current squad.

But there is an acceptance at Goodison Park that only a high-profile sale will provide Moyes with any cash to spend.

Jagielka signed a new four-year contract with Everton in March and has been earmarked as the natural successor to Phil Neville as club captain.

He was named Everton's player of the year in the 2008/09 season, despite suffering a serious knee injury in the second half of that campaign which forced him to miss the FA Cup final defeat against Chelsea.

Wenger must now decide whether to increase his offer for Jagielka or look elsewhere.

Arsenal have been strongly linked with a £17m bid for Bolton's Gary Cahill, 25, and, with the season approaching, the urgency is growing for Wenger to add to his defensive resources.

Blackburn's Chris Samba and Birmingham City's Scott Dann have also been touted as possible recruits for the Gunners.

He would be an excellent buy for them, a very good and versatile defender.

£10 million does seem far too low. I've always liked Jagielka - he's a good player and exactly the sort they should be targetting.

Arsenal fans would be extremely encouraged by this, it would appear Wenger has finally given in.

£15m to £20m and they will get him. A defender with Premier League experience is exactly what Arsenal need, I agree.

If they can sign him, and keep Vermaelen fit, then they'll have a fairly solid defensive partnership. Although, I have my doubts whether Wenger will actually cough up $20m for Jagielka, if as the article implies, Everton would see that as a minimum for negotiation.

I'd be gutted to see him go to Arsenal.

Having grown up with, and played a bit of football with Phil, I know how much of a United fan he is and to see him playing for one our rivals would be horrible, especially considering he is an exceptional defender and what Arsenal need to strengthen at the back.

I'd expect him to go for anything above £15m due to his age and presumed desire to test himself on the CL stage.

If the article is to be believed, Arsenal bid 12m for him last summer and ended up with 2 rubbish french defenders

Would Wenger dare do that again though? I think the atmosphere towards him now is a lot more hostile than it was last summer, another poor transfer window followed by the same kind of season could really pile the pressure on him.

if Lescott went for 24m then jagielka should go for more than that

I agree with that in theory as I think Jagielka is the better player, but the difference is the buying club this time is Arsenal who are notoriously tight-fisted and that time it was City for whom money is no object! City also enraged them with how they went about it which probably added a few more million onto the price. Everton will not be able to get that kind of money out of Arsenal, so if they get a decent offer and Jagielka wants to go (which he probably will) then I think he'll go for less than Lescott did.

Arsenal could do with a player like him, whether Wenger will take his stubborn finger out of his arse and pay the proper price is another matter.

He's not going for any less than £17m. Hence he won't be coming.

I think Wenger might finally see sense and pay what it takes. A player like Jagielka could mean the difference between a real title challenge, and yet more dissapointment. Wenger must know he's running out of time.

I doubt Wenger will pay the 17-22m they'll probably demand. He'll settle for some French defenders eventually.

What is stopping the Arsenal board from buying a strong defender and just forcing him on Wenger? Wenger's ideals be damned but, at some point the board need to overrule him if he is hurting the club.

If they're going to be asking for £15m+ then I think they could do better. Cahill for one is probably just as good with the potential to be a top centre back.

It's promising for Arsenal that he's finally looking to sort it though. They've already tried for Smalling, Jones and now Jagielka.

Also played a bit with iggy, loves United. You didn't go to Knutsford High by any chance K Stand? Or are you an alty boy?

The problem with that logic is :

A) Thats City, they pay over the odds for most players and you cant expect that from all other clubs. If it was City going for Jagielka I'm sure Everton would be making that point. But its not

B) We all know he shouldnt have cost that much. The question is how much was/is he actually worth?

If we ignore the fact he's a City player for a second, and a bit overrated especially with that transfer... He's strong, quick and has played LB successfully in the premier league scoring a bunch of goals from that position for Everton and he's an England international. On the downside he's clumsy

I'd say he's probably worth around £12-13 million right now due to poorer form at City. And Jagielka is definitely a better defender so the fee should be several million above that

While he'd improve them, they really need to be looking at a higher calibre of player to really challenge.

Is he really better than the likes of Djourou? He's probably not better than Vermallen and Koschielny.

They need a left back more than they need a CB at the moment. Djourou really isn't bad. He plays well for Arsenal.

He is definitely better than Djourou. Him being better than Koschielny is debatable but he will never be better than Vermaelen.

Don't Everton need the money though? The last player they signed was Dixie Dean...

Jagielka is a good defender. Something Arsenal lacked last season with Vermaelen out.

Koscielny has a bit of pace and likes to be aggressive with his tackling and stealing the ball off a striker's toe when they receive it. But other than that? His defending is very questionable

Djourou is a little less questionable but he has a tendancy to try and do too much on the ball and its madness giving the ball away like that as a CB.

Neither are good enough. Jagielka certainly would be. A partnership of Vermaelen and Jagielka, as long as Vermaelen was back to first season form, it would do a lot for Arsenal and it would also make Sciezny look better with some capable defenders in front of him

For all the hype about Vermaelen, Arsenal were very porous when he was in the side. He got caught upfield a lot. Very athletic and skilful but positional sense not the best. Conceded a good bit more goals/game than they did with Djourou/Koscielny.

Djourou/Koscielny was a good partnership for us last year, and as ever, it was broken up by injury. Centre-half isn't as much of an issue as left back, which needs to be addressed as soon as possible.
