Because they're a shit idea. I've worded it better in my previous 142,095 replies to this question but frankly I'm getting a bit sick of it now.
Because avatars are what mods give you to take the piss, just like changing taglines. They probably have their own forum where they decide who get's what and have a snigger about it.
Letting members choose their own would screw the system up.

Or to put it another way. Niall hates them and wouldn't agree to them even if every mod was for them. Which we aren't.

They work perfectly well on another forum I've on, which has got some 150,000 registered members. Of course, it's connected to an online game, so the vast majority have signed up for different reasons than the forum. Still.
