David O'Leary criticised the dismissal of Alan Smith, during the FA Cup tie at Cardiff, which Leeds lost 2-1.
The Leeds manager admitted the striker had perhaps become a victim of his own reputation.
He also urged the Football Association to look at several incidents during the game after objects were thrown from the crowd.
As for the sending off, O'Leary said: "It didn't help and I thought it was very harsh. I think there's an agenda with Alan Smith.
"The referees show no benefit of the doubt with him, they jump on him straight away. When they referees all get round, doing their swimming exercises together... I wonder what the chat is."
As for the bottle throwing, he said: "I hope the FA look at it, the amount of bottles thrown - small liqueur bottles - thrown at my players. I thought that had gone in this country... a scandalous amount of bottles came on and hit my players."
Leeds were dealt another blow when £18million defender Rio Ferdinand was forced off with an ankle injury. He said: "I'm a bit fed up with the last 12 months at this football club. The amount of players out is absolutely scandalous."
He added: "I wanted to win this competition. I thought we could at least get a draw out of this one and take it back to Elland Road. But our priority is getting this club back into the Champions League."
