it's david belle, he and cyril raffaeli (who played in kiss of dragon with jet li) "invented" parkour, some real crazy stuff what they do. i think that clip is from the movie banlieu 13, but i am not sure.

thanks michel...I had seen one other clip of him doing it on his own for something like 5 minutes...insane/amazing stuff.
