have you considered that you might actually not be popular enough to receive pm's? hence no window popping up to inform you of any new ones. maybe the mods could be kind enough to set up a window that pops up every 5 minutes, making you aware of the fact you have not, as yet, received any pm's.
only joking. have you checked to see if your browser is disabling pop up windows for redcafe?
