I think you will find they kind of expected the first attempt to be refused. Its the appeal that will go to the advisor panel. A lot of cases get rejected the first time.

Nuno Gomes, 25, has ruled out a possible move to England because he does not like the weather there. The Portuguese international has been linked with a move to England, with Liverpool thought to be keen on signing him. Liverpool boss Gerard Houllier had revealed earlier in the season he would be interested in signing the striker with Gomes claiming he would be keen on a move to Anfield.

Rick Parry today revealed Liverpool expected to have their work permit request for Milan Baros turned down.

Having only played in 40 per cent of the Czech Republic's internationals over the last two years, the 20 year old striker fails to meet the criteria laid down by the Department of Employment.

The rules state that a player from outside the EU must have played in 75 per cent of their country's international games over a two year period to qualify for a permit.

Liverpool have already lodged an appeal and hope to put their case to a review panel next week.

Parry said: "We actually told the Department of Employment in a covering letter that Baros didn't meet the criteria and we requested a review panel as the next stage. The initial permit refusal was expected.

"Baros has played in the European qualifying competitions at under-18, under-21 and full international level in the last year or so and in all the Czech's last six internationals.

"He's unique, nobody has done that. He would also have been in the full squad earlier had the Czechs not wanted to keep him in the European 2000 Under-21 competition in which they reached the final before losing to Italy."

Moron you have'nt read the article have you, Parry expected it to be rejected (as i've put in bold in the above article)as did John Gregory when he bought Balaban. When you first apply for a permit the Department of Employment just look at the quota of games and reject it if it is'nt 75% (Baros was 40% so Parry expected it to be rejected).

In an appeal a board made up of football bodies (FA, Premier League)listen to what the club has to say, and the clubs almost alawsy get a permit on thier appeal which we are confident we will do.

That story is from the official site go and see for yourself if you don't believe me (http://www.liverpoolfc.tv) and this is'nt new this has happened to the likes of Viduka, Balaban and Tugay.

We bought Baros in August (long before Fowler left) his registration papers belong to Liverpool but we loaned him straight back to his old club due to the fact he would not be able to play for us (for permit reasons). Baros is'nt Fowlers replacement BTW he was bought in to back up Heskey, we'll be signing another striker (other than Baros) either during the Champions League transfer window or at the end of the season.
