I don't think they are that interested in him in terms of making their team better for the short or midterm. I think it's more of a "he's a great player and he is our player from our academy and we want him back" sort of transfer. Which is the reason they have never broken the bank to bring him back. Their constant interest is keeping him interested for the future, but if they really wanted him right now they would have got him by now as he is obviously desperate to play for them. I wouldn't even be surprised if he signs a Ronaldo style new bumper long term contract with Arsenal next summer with a view to move a couple years later when he is about 26ish and Xavi is slowing right down.
