If you want to piss off anyone from Central America call him/her a Mexican. Works almost every time, with the others usually being half-Mexicans.
 
Not sure about the rule but seems we can't bring him in before he turns 18 and he just turned 17 not long ago.

In FM, whenever I sign an Under 18 south/central american player, they always delay the transfer to the transfer window after the kid turns 18. This is the same club from where Arsenal signed Joel Campbell

If he has a Spanish passport then we can bring him whenever we want. It would be like signing just an another player from EU.

Not sure. Rafael and Fabio had EU passports but we had to wait till 18.

I think it depends on national FA rule with regard to EU passport.

It doesnt make a difference whether he has a European passport you're not allowed transfer players under 18 to a different continent unless they have a passport for the country they're moving to.

I know Canadians that have moved to European countries they aren't citizens of before 18 to join a club. Is it they just aren't eligible to play official matches or is coming from Canada different to South America?

It just the UK rule I think.
 
FIFA rules state that international transfers are only permitted for players over the age of 18 - unless the individual players meets one of three qualifying criteria.

According to FIFA, 'Under-18s can move to a club in a different country if their parents move there for non-footballing reasons, if they are from another nation within the European Union or European Economic Area and aged between 16 and 18, or if they live within 100km of the club.'

Im not sure maybe the rules have been changed to just needing to have an E.U. passport as it seems Christian Pulisic the 17 year old American lad has been allowed join Dortmund after getting a Croatian passport or maybe as you say they just cant play official matches
