Those three player transfers were blocked by the FIGC because Lazio failed to deposit 30% of the transfer fees as had been demanded to protect the clubs involved (small ones).
Chiesa is on a free so no transfer fee probs there. Whether they can afford the payroll doesn't seem to be a concern for FIGC right now.

It was a well known fact Riquelme was leaving on the cheap. Scouts don't come into it, I guess Fergie simply didn't want him.

Did you know Boca signed (4-month loan) the Zalafeckit TSE star player early this month? Their top scorer last year.
Now I understand what SAF meant when he said Boca have been very helpful to us recently.

I seem to remember with Taibi that there were problems and we signed him the day after the deadline. Hope that doesn't happen with anyone important.

Ok, I remembered that wrong. I don't know much about him, I did read this from the BBC website though:
At first sight Fabian Carini does not appear tall enough to be a world-class goalkeeper.
However, what he lacks in height, he more than makes up for in ability.
Denied a regular first-team spot at Juventus because of the presence of Gianluigi Buffon, Carini is nevertheless willing and able whenever he is called upon by his national team.
In a side which sometimes struggles to score, Carini has been hugely important at keeping them in the game - his saves alone won several of Uruguay's points during qualifying.
He sometimes struggles on crosses, but is working hard on improving that aspect of his game.
Prior to the World Cup Carini moved from one European giant to another, leaving Juve for Barcelona on a one-year loan deal.
