If it's the third round of qualifiers then I think they do, yes. As far as I know the losers in the third round get UEFA Cup qualification.

I have no fondness for Celtic, but despite that I hate the style of football Ranger's blagged there way to the UEFA Cup final last year with, so I real hope Kaunas turn them over.
