Any reason why Rehash is still stuck in the newbie?

Generally he's OK these days but his previous incarnation's statements that Bestie should just hurry up and die and the 50 or so posts as Rehash slagging the guy once he did have created a huge Rehash shaped blindspot in my promotion mirror.
There's also the little matter of "spic" and Irish comments early on that Blunder took offense to.
Stupid thing to say, strange though as reading his posts for the last few months he doesn't seem that type.
Maybe he's one of those born again types.
He seems quite a sensible chap and apologetic for what he did....I don't reckon GB should've brushed him off like that...he's understood where he messed up....you may as well ban the fellow from the forum, if he's got no chance of promotion...
