The green card yoke and other stuff is related to the Reputation system which we have just turned on to help with the process of promoting newbies.
Us mods award newbies reputation points for good posts and when they reach a certain number of points they get automatically promoted.
In summary, it makes our lives easier

It's gone now. It was basically a reputation system, where you can give someone good reputation for their posts, I think.
