United and Old Trafford are meant to be pretty close to signing up

Critics of England’s bid say that the Government has not underwritten the entire fee of £80 million, whereas the governments of Italy and South Africa have done so, and that of the iconic football stadiums named in the RFU plan, Old Trafford has yet to be sewn up.

The latter is dismissed as a legal technicality by the RFU because it says that Manchester United are as eager to host more international rugby as anyone, while the former is merely a chance for England to reiterate how much it has already achieved with no backing from the Government.

I don't see how this is going to work unless they reschedule the matches such that the teams that play at home in the stadia they are planning to use play away for the duration of the tournament's use of that ground plus recovery time for the pitches.
