Right, some random guy from Romania pm me through my YM and asked why can't he register to redcafe. It turns out he used hotmail and yahoo as the e-mail address to register here.
He really didn't have any non web-based e-mails, so is there any way he could register here?

Yes!

Asked him to used the romanian based free email provider. I'm sure there are several exists.

Not all web based emails are blocked. Tell him to use his imagination.
 
Anyway, how the hell can you have an Internet connection without having an e-mail address of the ISP providing it?
