In the PL specifically, although they may have eased the rules. They used to be very strict about shirt numbers but recently we've come to see first team players with very high numbers (which used to not be allowed in the PL).

Its a throwback from when numbers were assigned to players on a match by match basis depending on their position on the pitch. Either go back to that or just abandon the fact they have any real meaning anymore.

The question is can, not should. I don’t believe there is a regulation governing the number 1.
also can a player wear 0 if they want ? I remember back in t'day in F1 , Damon Hill driving the 0 Williams because the champion (also from Williams) the year before retired or something.
The legendary Mexican keeper Jorge Campos would sometimes play as a striker for his club Pumas UNAM and would wear the 1 as an outfield player back in the 90's. Scored a couple of goals for them too. Don't know what the rules say about doing this nowadays though.

As far as i know, in the PL, a player can choose any number between 1-99.
