Apart from the fact that the forum is open, so guests can actually view it. IP blocks can be put in place, but they can be circumvented.

Is it Windows XP?
If so, go to your configuration and your network connections. Then, on the one that appears that you are using right click on it and select properties. Then select TCPIP from the list and click the button properties. If it says dynamic IP you are fecked in that I cannot help you without restricting your entire building or if it is a university building every computer within your campus.
Get a pair of scissors and cut the cable is my advice.
