Go to Download the latest update and it will give you the msot up to date squads, which includes Arshavin

No Idea, but I think when you go to edit a player in International call-ups you can actually assign them a side... not sure if this is true, i'm FIFAless for a but while my E-74 is getting fixed.
Can't remember much it brings up but it does give us Tosic.

Nah I'll see if I can direct ya. Don't have FIFA at hand though. Should be in my FIFA. Look for something to do with team transfers. Look for Russia, then just transfer him directly to arsenal

You go to team management, then transfers and then move him to Arsenal from Russia, I think.
Either transfers or go to Internatinal Call-ups and then move him to Arsenal.
The other way is to go to Adidas Live and the "download latest update" and boom all squads are then up to date.
