He could have been cleaning the ball, or he could have been trying to lift the seam. Either way, he is likely to be in trouble as the laws state you have to have the umpire watching when you clean it.
Admittedly, a stupid thing to do in the present climate...

The minor scratch on the seam was hardly going to change the condition of the ball - at max it was slap on the wrist incident. This form of ball tampering happens all the time in all forms of cricket.
The authorities acted in a proper manner, Akhtar was summoned and dealt with in a professional manner, unlike the Hair scenario.

Now if you apply that same level of flexibility to every incident (instead of making racist accusations because it goes against you) and not just the ones that are in your favour, then you have a valid point.
