It's been difficult to access redcafe ever since I moved to NSW a few weeks ago. I've had to constantly restart the wifi router or bang my forehead on the laptop to get this site to load. It's not accessible for days on end sometimes. I've not seen any problems with any other sites. What gives?

Doesn't sound like a Caf issue and nobody else is reporting an issue.

First thing I'd try would be to use a different browser to see if you can access that way. I'd also clear the caches on the browser you do use and then shut it down fully. Then reboot your computer and try again.

If that doesn't work I'd suspect a modem or DNS related issue. Is it a new modem?

Try clearing the cache/cookies on your browser. I’ve had this issue before and that helps
 
Does seem like a DNS issue. Like it works fine on mobile data. It’s just not working on Wi-Fi. I’ve restarted the router, which seems to help temporarily, but need to figure out a permanent solution.

That it works on mobile doesn't neccesarily eliminate it being a DNS issue. In fact it suggest that it could well be a modem related DNS issue?
 
Your mobile data provider probably uses different DNS servers and/or settings compared to your modem router. Modem routers can cache DNS data and if that is old/corrupted a modem router reboot can help.

I'd guess that the most likely cause is your modem routers DNS setting given that all was fine until you moved to a new location/ISP/modem. Switching to Google DNS or Cloudflare DNS might resolve the issue (Google it for instructions).

To me, that does sound like a ISP problem, either a DNS server that misbehaves or a ISP routing issue. If you've already switched to a third party DNS server then there may not be many more things to try.

You could try using a VPN - that can change things if it is routing related. The Cloudfare option sounds worth a go. If those fail I think you'll need to call the provider. Also is the router in the house yours or theirs - you might be looking at a problem with it (maybe even one that you can get a firmware update for)

The router is mine. For the moment everything seems to work so I’m not doing anything. If it continues I’ll have to call the provider and see what needs to happen with it.

I guess you've checked for firmware updates etc for it then. Otherwise it's a tedious call to the provider where you get to try and talk your way past first line support.
