    Lindsey Graham has always been very explicit about getting Ukraines resources, but also has as far as I know always supported Zelensky and spoken out against Putin. Bit surprised to see this from him, but that feels very naive to say now.

    Its true that the many details of the Fund Agreement are yet to be negotiated - ownership and decision making of the fund, how the revenue will be used, security guarantees, exact scope of resources, max duration or max amount to be repaid, etc...
