18 rating bid for smoking in films

Liverpool City Council said the measure would mean films which include images of tobacco smoking only being regarded as suitable for adult viewing.

The 18 rating would not apply to films which portray historical figures who actually smoked or those which provide a "clear and unambiguous portrayal of the dangers of smoking, other tobacco use, or second-hand smoke."

The proposal has been made to the authority's Licensing and Gambling Committee by Liverpool Primary Care Trust. If the plan goes ahead, cinemas and any other premises showing films would have to notify the council 21 days in advance if they intend to show films containing images of smoking.

Liverpool council has launched a public consultation exercise on its website.

Councillor Malcolm Kelly, chairman of the Licensing Committee, said: "I would urge as many people as possible to take part as we want to get a broad range of opinions before we make a decision on this subject.

"Their views will be a very important factor when we decide about the PCT's proposal."

The British Board of Film Classification (BBFC) is generally responsible for classifying films. However, under the Licensing Act 2003 local councils have statutory powers to classify or re-classify films to be exhibited in their particular areas. Although the government's guidance concerning the Licensing Act 2003 recommends that local councils should not duplicate the work of the BBFC it does allow local councils to reclassify films if there are "good local reasons" for doing so.

This would only have one effect - young people going to cinemas outside of the borough and cinemas inside the borough losing money and going bust.

I can imagine Requiem for A Dream getting 21 or something.

And it's not like people under 18 don't see people smoking, every single day, so I don't understand why a rating like this should work. OMG Jessica Alba is smoking, so should I! Only muppets think like that, and if they're so dumb they're bound to do something like that regardless. Bleh.
 
On an irrelevant note, I fecking hate smoke.

On a more relevant note, when I saw Band Of Brothers, I felt a weird urge to smoke whenever they did, but I'm over 18 so I can do that. No I'm not a muppet, I was already smoking at that time.

It's a stupid idea because it infers smoking from 18 years and onwards is perfectly okay.
 
Heh Heh ... they tried imposing the same rule in India a few years back. Simple to say that it doesn't work. Talk about killing artistic creativity. I'm sure a good many animated movies have shots of people smoking as well, what are they gonna go .. rate them 18+. Naive way of looking at things.

I don't remember who said it but .. "Just because there is a lot of comedy on TV, it doesn't cause widespread comedy on the streets".
