I'd say big 4 and City should be excluded, and then random between the other 15.

Too many people is harder to maintain though. Plus with everyone online at the same time it crashes more.

Well seeing as you have to take control over from the CPU when you log in to the network again, it makes sense that the computer could control the team on its own.
