Isn’t it the mirror opposite of the two Glazers staging a sale with no intent to sell just to get a price to buy out their siblings?

No. The Glazers have always said that this process will explore all options including minortiy investment and will not necessarily lead to a sale.
 
The link is tenuous at best. If it happened later on in the road, I could get it but at this point Qatar doesn't have a bid offered let alone go through the whole rigmarole of being accepted as owners by the Govt and Premier League.

Would be very naïve of us to think this is been done by the book and not possibly further on than is let on.

Same happens in workplaces, adverts for jobs go out as required by law but many times the candidate is already known.

That's semantics really. The Glazers haven't committed themselves to any outcome.

What they absolutely cannot do is secretly agree a deal to sell the club. If something is close to happening, they are obligated to make a public announcement.

There's innumerous things which people absolutely cannot do, yet they still do them. It's naive to think it doesn't go on and I'd hardly champion the Glazers as bastions of due process.
 
From Mike Keegan's article posted above. It seems like it's going to be Arnold and Baty who will be representing the club in the meeting.

The OT refurb is an option with Qatar, for sure. They won't care about losing revenue while it's ongoing but with a Ratcliffe, we'll be even more constrained.
