I think it was too close to be called a pen after Fellaini's header. I'm not sure the ball was going in the direction of the goal as well, Fellaini knocked it down.

The replay from behind the goal clears it up. He's jogging back the whole time with his arm stretched to out to Fellaini. I can see why the commentators might think it was harsh in that super slow mo view on the opposite side, makes it look like he's just jumping but you need to see the other angle and how he's waving his arm for a long time while simply retreating backwards, there's no jumping for 99% of it.

His arm is aimed towards Fellaini's face for a start and he blatantly looks in Fellaini's direction. The ball is in the air, heading toward Fellaini's head and if he does get his head to it, the ball is going to deflect off the defenders hand with it being that close to Fellaini's face. That was in no way a natural position and is fully extended. His arm is not by his side or even at a 45 degree angle down by his sides, it's fully extended towards Fellaini.
